I was parodying Donald Trump's praise of Duterte. I am nonetheless in favor of dictators and other authoritarian strongmen who aren't complete idiots but keep order and stability. Democracy isn't always the best system of governance. But so far as US foreign policy is concerned, there should be no forceful spread of democracy or nation building. It makes more sense to engage with the world as it is, as opposed to how it ought to be. Business can be done with nations with good or poor human rights records alike.

I don't know enough to distinguish between all of the different sects and which is responsible for most of that extreme torture, but I'm pretty sure Protestants didn't wipe out the Cathars.
