As far as I know, there is some loophole that allows summer camps to get away with the low pay because camp counselor positions technically aren't "pay-by-the-hour" jobs and pay tends to be more broadly specified as "$200 per week or $1600 for the Summer"

My campers often asked if I was getting paid and then when I said yes they would accuse me of just doing the job for the money.

I would laugh to myself and later joke with coworkers that I would be working a job that paid minimum wage if I wanted to work for the money, but explained to the accusing camper that being a camp counselor is a job that one does because it is something fun to do [before having to go into the evil world of having a career and being a real adult]
