It will allow transgender people use the bathroom that they feel most comfortable with, repealing the birth certificate requirement that was not enforceable anyway. It provides no protections for transgender people though. I suppose that could be called a repeal.

HB142 largely fails to repeal HB2:

HB2 shortened the window for filing complaints to sue on grounds of discrimination because of race, religion, color, national origin, biological sex, or handicap in state courts from three years to one year. HB142 does not restore that deadline to three years.

HB2 determined that cities nor counties could set a minimum wage standard for private employers. HB142 does not repeal this.

HB2 made it illegal for municipalities to pass anti-discrimination ordinances. HB142 does not repeal this.

HB142 also determines that local ordinances cannot regulate employment practices, public accommodations, or access to restrooms until December 1, 2020.

Besides a lot of other little parts of HB2 that I can't recall that HB142 doesn't address.

Well, I hope Roy Cooper doesn't sign it if it isn't going to help. Frankly, North Carolina has been a giant disappointment since Jim Hunt left office.
