That is true within the US as well. You cannot yell fire in a crowded theater. You cannot endanger other people with your speech, You are not allowed to have child pornography when it is only animated children, not real children. There are a ton of limits on speech within the US. A person within the US government is not allowed to disclose classified information. Federal employees are not allowed to strike.

Here's just one of the flaws I found with this scheme: It seems you consider free speech an American trait. Aside from this general contradiction, it oversteps international boundaries on many different degrees. If you were to try and implement this, you'd be viewed as either a laughingstock or as a political/economic illiterate who should not be in power. Probably both.

As a liberal, I disagree with your authoritarian plan. In this world, democracy must be the government and people must have rights to say as they like, as well as believing in unpopular opinions. There is no free speech in Canada, Australia, New Zealand, the UK or France.
Their Government in fact bans racism, and people are doing 6 months or more for it, in those countries.

This is what I would do if I were the President.

People in the USA, who experience Anti Americanism online, should print out what is said to them, and mail it to me.

I understand that not every comment online can be accounted for....
BUT this is what is going to happen under my plan.

And 1,000 of the worst (RECORDED) will be selected by me to charge other countries with (once per year).
 
 
This is what the following countries OWE the IRS (Internal Revenue Service).
 
United Kingdom :  6 Billion Pound Sterling PER 1,000 Anti American comments online.
France : 6 Billion Euros PER 1,000 Anti American comments online
Canada : 3 Billion Canadian Dollars PER 1,000 Anti American Comments online.
Australia : 3 Billion Australian Dollars PER 1,000 Anti American Comments online.
New Zealand : 1 Billion, 500 Million New Zealand Dollars PER 1,000 Anti American Comments online.
 
They owe it as part of their UN Dues.
 
These Charges are in effect UNTIL Their Governments make a decision.
Either (A) They are our friends, and their Governments crack down on Anti Americanism, or (B)They are NOT our friends Anymore,  BUT Option B comes with a total and complete Embargo.
Failure to pay is AUTOMATICALLY Option B.

That would get their Government to crack down on Anti American racism, on the basis of National Origin.

Addendum: this is so unexecutable that I doubt anybody in any area of the political spectrum could support it. Anyone on the bottom for obvious reasons, but even hardcore nationalists or race purists would probably find this laughable, being that there's literally no way to implement this, and even if you could- it wouldn't be a very effective way of dealing with anti-Americanism.

I think I agree. America's foreign policies are quite liberal, but some Presidents were trying to stop communism spread, or in Bush's and Middle East cases, trying to prevent Iran from developing a nuke, and probably some other reasons. Fining that person means that America become imperialist.
