For middle class they'll be larger. However, the problem is that if you leave in the preexisting condition clauses but remove the mandate, you'll either collapse the private insurance market entirely (likely) or drive premiums so sky high almost no one can afford them (which is almost the same thing).

Imagine if you weren't required to carry car insurance but you could buy insurance and they had to fix the car you already crashed and pay for damage you already did before the policy began.

No, the price will not be regulated. It will be illegal to refuse people based on pre-existing conditions, but you can charge them a lot. Not an objectively prohibitive amount, but still a lot. As in, they're better off paying it out of their own pocket, probably, especially since they will have to carry their own weight: without mandatory insurance, healthy people will not support unhealthy ones.
