It can be abused, just like government's.
Malls have their own security is a realistic reason, they are commercial! If someone harm their customers or their goods, they cannot ask police for help all the time. Hence the need to establish their own security.

Personal guards to both the Pope and his affiliates within the Vatican city itself.
Because a modern military unit is not gonna charge into a line with goddamn halberds.

The halberds, while quite deadly regardless of their anachronism, are ceremonial. They also have some very sophisticated modern weaponry and tech at their disposal.
