I don't actually know, but for the smog and carbon footprint, it will be difficult for China, given their partly communist economy mean they build many fosil fuel factory and power plants to save money

NK will try to get them if they can, but its not espcially damaging. China already holds the economic reins; if it isn't getting sufficient leverage from this (and supposedly, it isn't), defectors will hardly tip the balance.

None of these are explicitly 'communist'. Authoritarian, maybe, but no, these are characteristic of many states far from communism.
