The problem is that Trump can't do comedy. I don't just mean that he's not funny, I mean that he can't physically perform the action of telling a joke, because everything he says and does is in the exact same tone.

George W Bush's delivery may not have been the best, but he did have some good material on hand, which is to be expected from the President of the United States, and he did manage to deliver a speech at the correspondent's dinner.

Also, at least most modern Presidents knew when to joke and have fun, and when to be serious. (Even then, when joking, they wouldn't really joke about matters about national security)

The next tweet about Pelosi is probably just a continuation of the joke. The premise of the joke basically being, "Seen in same room as a Russian, must have been doing something nefarious," which is practically what the Democrats are accusing Sessions of.
