I want proverbial blood in the streets following this Executive Order, and I want it to sting harshly.

And and regulated the sales side, plus taxed the shit out of it. But pot smokers said legalise it and we'll happily pay the tax, so now they get to. Plus Oregon manufacturers can boost their own sales supplying states with fresh legalisations before they get in-state supplies set up.
