I guess it was a conditional pardon in a way, where the condition was Nixon actually having committed a crime.

For a pardon to happen a conviction would need to take place. I would think a pardon for that type of crime would be pretty bad a PR move, especially since it will convince people Trump really is in the pockets of Russia.
