Just because you’ve swam in colder doesn’t negate the fact that 10°C water can kill you. Cold shock is a legitimate danger at those kinds of temperatures and incapacitation (which will lead to drowning) and hypothermia are serious threats even if you manage to survive the initial shock.

It always felt like the water in swimming pools here in Canada was at 10°C, but I looked up the official regulations and it turns out they're supposed to be at 25°C. My mistake.

Well the water was below 50°F, he probably went into shock and/or lost motor function control. That's why he couldn't grab on to anything though it's highly possible that he wanted to commit suicide and that's how he ended up in the water.

When my partner was in italy he took photos of graffiti that read, "Fuck tourists. Fuck capitalism."

As I look at the weather in Venice jumping into the canal to try and save him likely would have just gotten you killed as well.
