Well the water was below 50°F, he probably went into shock and/or lost motor function control. That's why he couldn't grab on to anything though it's highly possible that he wanted to commit suicide and that's how he ended up in the water.

Ok so maybe they didn't think that the guy was drowning from the looks of it, but the guy must have been SCREAMING AND HOLLERING FOR HELP so I feel still the crowd was at fault for not trying to help him...

The first reflex of cold shock is to gasp. If his head was below water when this happened then he would likely get a mouth full of water, causing him to become less conscious and less responsive.
As I look at the weather in Venice jumping into the canal to try and save him likely would have just gotten you killed as well.
Yes some people said some mean things but there are always assholes in this situations either because they assume he wont really drown(or jump when its a jumper).

Yes I totally agree. It's unfortunate what happened but there was nothing that could really be done

Except in rare circumstances, drowning people are physiologically unable to call out for help. The respiratory system was designed for breathing. Speech is the secondary or overlaid function. Breathing must be fulfilled, before speech occurs.
