No, you go the exact opposite way, you figure out how to build the system to withstand the vibrations. Even I do that all the time with elevated stations. I well understand how to do the comms for Tokyo or LA, I am fascinated by how they do the track, signals, and power.

I'd love to see the Tokyo subway system someday. Really, Japanese rail in general. I never really grew out of my train kid days.
