I suppose, sure, but at the same time the US was actively trying to help Chiang and the Kuomintang. The Chinese Civil War was more of a post-WWII proxy war. By the time it started up, the Allies had long since stopped being allies.

First they need to complete a test: reach the borders, regardless of the adversity they may find in their way. I don't see why we have a moral or legal obligation otherwise.
