Oh, not at all, that's outdated history. Up until the loss of North Africa, the Western Roman Empire was more than capable of great military feats (for example, fighting a civil war, the Visigots, Vandals, and Suebi all at once, then turning around and bitch slapping the Huns. In fact, that last one was after the loss of North Africa.
