It is almost safe to say that if this had happened, that Haiti would have been better off in terms of infrastructure and material well being, in much the same way that vast portions of the ancient world were better off as part of the Roman empire. The US however, would not have gotten any benefit from annexing Haiti. Even the Dominican Republic does not want the Haitian half of the island they inhabit.
