However, beacuse the Nazis are bunch of assholes, the swastika is so unpopular that these groups have mostly no problem ditching the swastika.

Just allow for exceptions to the ban for religious purposes. If I'm not mistaken, Buddhism, Hinduism, and Jainism all used it long before the Nazis. The only problem would be that many wouldn't understand it and see it as a Nazi symbol, but that's what education is for. If the people of Germany would like to keep a more selective Swastika ban that only encompasses usage as a Nazi symbol, then that's fine I guess.
