Is it even possible for Israel to annex Palestine? I am unawares as to the laws in which governs this.

The nations on the UN Security Council are trying to fix their own countries, in so far as they think there is anything wrong with them, and are doing so pretty much constantly. 14 countries didn't halt all government work to pass this resolution.
