Why would it matter? The civilians operate the economy supporting the military engine of the enemy, they're helping them just by being there and working.

That being said, I think civilians should only be targeted in a dire situation. Like if the nation in question poses an existential threat to yours.

Well, in the case of Saddam's attack on the Kurds, the Kurds were literally supporting an Iranian invasion of Iraq.

Then kill the Kurds who are helping, namely, the Kurdish officials, not every single Kurd.
