China is stronger than ever but it's unreal economic growth has dropped. It's still light years away from having an economy, military or geopolitical influence that could compete with the American ones.

Russia isn't going be the next big "empire" because it's economy is too small and has been in recession since the beginning of 2016. Italy has a larger economy in comparison.

If we're to take this as a prophesy rather than as some dude talking about how Russia is totes Roman Empire III: With A Vengeance, then clearly the prophesy is that there will be no successor to Rome after Moscow/Russia. Which doesn't really line up with the OP's talk of a fourth, fifth and sixth Rome and a seventh to come.
