I definitely think that the short-term outlook is rather bleak, but that, in the long-term, this coalition will be the ruin of the Tories. The DUP is definitely not a party the people wanted in government, and Theresa May has lost her majority mandate. Overall, this is a situation that will largely neuter the government, while also damaging their view in the public eye severely. I expect that opinion polls will reflect a stronger more governable Labour Party in future.
