That depends, where the preparations for this storm the same as usual, was the storm typical? Have there been similar situations to this from before the policy was put in place (size of storm, amount of snow dropped, preptime, etc). To do a reasonable comparison we would need to look at similar situations before and after the policy. It says that the snow storm was unusually heavy, so that could have accounted for the problems.

No but apparently this storm was. It was unusually heavy and unusually early. Basically this is a record breaking storm, with it dumping more then 30cm of snow in a very short time period.

Basically women tend to bike, walk or use public transport while men drive. Under the new policy sidewalks and public transport lanes would have higher priority, which would improve the situation for women (since women tend to use those more then men) using those roads and public transportation.

I assume you meant to include a not in there. As to the policy, while I understand public transport I am not so sure I understand the others being prioritized. I mean, I would think ensuring emergency vehicles can get around quickly would be the highest priority.

They sure as hell should be able to. In California, emergency vehicles can and will even drive on the wrong side of the road if it is the safest and fastest way to keep moving forward. An emergency vehicle in a public transit lane wouldn't even make me blink.

As someone who cannot and probably will never be able to drive, bullshit. Industry uses the roads, as do the emergency services, as do a large amount of commuters. It is far easier to walk on a snowy street than it is to drive down one, and with the speed that people tend to rive in the snow it is generally reasonably safe to walk in the road.
