He was a general that served as the Allied Supreme Commander in Europe, and a Chief of Staff.

Pretty sure that's good enough in my opinion.

Clearly, none of them would be urged to vote when a candidate runs on a campaign to kick them out of the country. Just a quarter of them needed to vote to swing the election the way it did.
