There's an argument for that, actually.

See, think of it like a corporation. Corporations promote people who do well to higher positions, but there are fewer and fewer higher positions. If those higher positions are occupied by young entrenched people who don't go anywhere, then the people below can never move up either until death or retirement claims them.

If you limited the senate to say... 3 terms or 4 terms (that would be 18 or 24 years, respectively, in the senate), then you would have room for advancement for the good representatives to move into the senate.

Depends on what state you live in. In my state registering to vote doesn't make you eligible for jury duty, getting a drivers license does that.

There used to be limits to politicians in the House and Senate here, then in '95 they tossed those after USTL v Thornton.

Two terms put most senators on 12 years in office, which I think is a good way to end your senatorial career: by watching the next president come into office and try to work with them.
