If it wasn't refundable, people who pay less than $2000 in taxes (that is: the poor) wouldn't get all of the benefit of it. By making it refundable, they do.

when there is some kind of conspiracy theory charge against a Clinton the truth doesn't matter. if it can be spun that way it will be.

I have been waiting 25+ years for a charge against the Clintons to be true and except for bill truly being a hounddog nothing has ever turned out to be anything but bullshit.

Most tax credits can only reduce federal income tax but not below zero. If you are a family of four that makes $28,800 of income before you pay a dime in federal income tax, and then the 10% bracket is another $18,550 above that.

Lower income families pay little to nothing in income tax anyway, so tax credits don't help them, UNLESS they're refundable. That means that it can reduce their tax below zero and they can get that credit money back.

if you only have $1000 in tax at the end of the form but have $4000 in child tax credit the refundable credit has them send you $3000. otherwise you just get the $1000 that reduces your tax bill to 0. many poor families owe less in tax than the full tax credit allows for now.

It's the one thing that Jon Snow knows. :p

But have you not seen how close he holds the microphone to his mouth? It looks like he's Frenching it half the time. Holding the mic eight or nine inches lower, next to his throat but away from his nose and mouth, would cut down on the amount of breathing that it picks up by a massive amount. Nobody would even notice it, at that point.

I just noticed that he held it as if he were going to start singing.

but the snuffling was picked up in the first debate when that mic was far from his face.
