I have a better idea for public transport.
Okay, so the government makes these long strips of paved terrain, called "roads". Then people can buy tickets, called "cars", which propel themselves on these "roads" while the passenger rides inside it. To refresh a spent ticket, the passenger could just swing by a ticket booth called a "petrol station" to charge their ticket right back up.

I'd rather take the bus. Besides, your proposed mode of transportation fails requirements 2 and 5—2 because terrorists could potentially sabotage the cannons, and 5 because flying out of a cannon entails some inherent risks that are probably more likely than those associated with automobiles.

Well, we can always put rockets on the "cars" which would of course require a much more volatile chemical fuel than standard gasoline.
Instead of stationary "petrol stations" refueling would be done by jumping a ramp onto a moving helicarrier. When fueling is done, a parachute is attached and you just drive off the carrier and hopefully land safely back onto the "road".
The "road" can be left alone for now, other than deciding what Mach rating makes the most reasonable speed limit.

We are now one-tenth of the distance to the Sun. It's pretty damn cold up here, without any atmosphere to trap heat.

As a counterexample, here in Russia traffic is awful, but everyone I know is either a good driver, not a driver at all, or dead.

Uh....Russian drivers are notoriously shit. Every dash cam footage of shit drivers ever is drunken and aggressive Russian drivers not knowing how the fuck to be normal.

When I drove trucks up and down the I-95, I actually found Mass to be a nice break after making it through NJ, NY, and Conn.
Heck, I could fall asleep north of Boston and safely wake up around Howland, MN where I would picked up water.
