What sort of equality are we talking about here? But order can help the state and society ensure and achieve both liberty and equality.

If I were to define it, then to make the State and it's Citizens as equal as possible and turn them into a unified Nation with leveling - to different degrees - differences of Origin, Class, Income, Heritage and all the other stuff along. Everyone is equal to a point.

Equality too. Liberty basically destroys the whole concept of equality of outcome because some people are gonna make really shitty choices. When its just about opportunity its a little less exclusive, but extreme liberty will trample all over that shit pretty fast.
