How did it go again, the rights of the minority need to be protected against the will of the majority. Absolute Democracy is not a good thing, as all it is is mob rule.

The "oppressed minority" didn't have those rights to be taken away. The protections bill would've given them rights, but it didn't pass.

I don't think there is currently a democracy in the world at the moment, no. I know of a few republics though.

The referendum was on the city ordinance, and only Houston residents were able to vote.

It wasn't struck down by Austin, or even by all of Texas, it was voted to hell by Houston Conservatives, who as residents were the ones who could participate in the referendum.

As has already been said, democracy must always be tempered by acknowledging the rights of the minority within society. Legal protections from discrimination and abuse, and in the most basic areas such as education, use of proper facilities, provision of services, healthcare, housing, and employment, for LGB+ and Transgender individuals, is an unfortunate but absolutely necessary thing to have.

That is why Republics, or Parliamentary Democracy, are typically better suited for a community of equal citizens than straight and absolute democracy.
