That's a really sad misunderstanding, and the people in charge of the police department should definitely have a talk with their officers and remind them to be careful who they shoot.

It definitely would count as manslaughter however the police seem to have a "get out of jail free" card in such cases as the police officer would just have to say that the guy he killed was threatening the officer's life. And boom just like that the officer walks.

Maybe, but I wouldn't be too sure of it. It really sounds like a misunderstanding, and possibly a problem with training or a guy who needs to go into a different line of work, rather than a crime. If he didn't realize the guy was deaf -- and that's not something you always realize right away when you meet deaf people on the street -- then his reaction might have made sense.

The deaf man was young enough to could have been helped by a cochlear implantate... although I guess he had problems with his hearing nerve (don't know how it's called in English. Anyways, if you're deaf and your hearing nerve doesn't work, a cochlear implantate won't really help since the message can't be passed).

It nevertheless is disappointing to see that this happens due to ununderstandingness of people.

A cochlear implant is fucking expensive to get in the states
