Group home environments are indeed a superior alternative for many people in need of help and guidance, but that was not an option originally given to the majority of former patients. They were pretty much thrown into the world, without being ready for the world and without the world being ready for them.

Why does Cop have gun out? Member of the Public (like, not even 'suspect') does not have a weapon, and it should be fairly obvious to see that. How long were they there for that they determined it was necessary to transition from their duty side-arm to rifles to deal with a threat that could not be dealt with by pistols, and yet also failed to note that he had a fucking toy car?
What target? There was a guy playing with a toy car and a man lying on the floor with his hands in the air. Neither of them posed a threat to the officers, to themselves, or to the wider public. There was no valid target.
Cop shoots... and hits the wrong person? With a rifle? At sub-50m? I can do better than that and I haven't held a rifle in the two years since I finished army cadets. I don't even carry a pistol, let alone a rifle on the job, and I'm confident that I could hit the correct target. Not only that, but he was a fucking SWAT officer! That's an utterly inexcusable level of incompetence.

The toy car could have been a gun, because it is common knowledge that toy cars are almost indistinguishable from a wide variety of ballistic weaponry.
