Well, 14.4 is just the cost involved into making the Bush border, the same way he had it planned today, using the same contractors, same fencing company, with the same price per mile of fence, and so on, and assuming we build it from scratch. Keeping everything as it was back in 2006, it'd cost us 10.4 billion dollars to erect a wall Bush-style, finishing the fencing he started and expanding this to the entire border.
Still, the costs are actually not that prohibitive. Israel also uses their army to help patrol the border, which would save money as we already have soldiers we pay.
