I disagree. I think without an opening from Islam itself, we can do nothing. The best Western tool I can think of is educating women. No nine year old went to jail. A nine year old was questioned after he voiced support for the Charlie terrorists in school, I believe. He was brought it for questioning with his family, because clearly this child didn't learn this behavior alone. He did not go to jail, nor did anyone in his family I believe.
