I often don't know what to believe about the deep web. What I saw wasn't bad, but I keep hearing horror stories about it.

Now most of the stuff going on is basically small exchange programs that are nothing compared to the Silk Road, scammers, and people who scam people with scam offers.

In practice it is basically every web page that is not indexed by the search engines, which is a lot.

One of the fun parts is when said not indexed web pages do important things, like provide a web address for centralized security systems to communicate with. There are 'webpages' (IP addresses) that link to security cameras with no real barrier to just taking a stickybeak at their stream. It's just finding them that's the issue.

There was a super-shady web engine a while ago that allowed you to search /just/ those sorts of webpages on the deep web, that was demo'd at one of the Defcons or hacker cons. They found an entire municipal water treatment plant in the USA that was basically unsecured and remotely accessible.
