Unless you have incredibly delicate standards of meals, it would seem. I fail to see how a crying baby would ruin ones dinner any more than the multitude of other noises that are going on at a restaurant.

I'm pretty sure noise complaint is at least an option for the former, depending on the extent of the noise, whereas for the latter, I don't think it is.

So really, it's the other way around.

Exactly! Just get the kids to watch TV they'll get distracted(though it might cause lost of intelligence like me, heck your kid might even grow up like me)

It is far more selfish for you to want to ban infants from public spaces because their crying irritates you. Your discomfort due to a crying child fifty feet away does not justify fining parents who are simply trying to raise their children.

Why must everything revolve around what you consider an inconvenience? In adulthood, you sort of have to learn to deal with things you find annoying outside of fining it and expecting everyone to cater to you.
