The helicopter would be targeted by a computer. Humans can mess up and have bad aim, but a computer can identify the run away car and send a helicopter to lift it off the road.

The status quo is more or less fine, if a helicopter is deployed, the car likely isn't going to be lost but in the mean time if the car is running red lights or doing dangerous maneuvers, roadblocks and spike strips can be used to contain the speeding vehicle or disable it, once it is boxed in, the suspect has fewer options and has to get out on foot where they can be apprehended.

If they're not doing that, they're trying to "pull" the missile by pointing in the opposite direction of where it's going. A TOW missile actually bounces back and forth a lot trying to get on target; idiots think this is the missile veering off target, so they try to compensate by pointing a little to the left...

If the criminals in the automobiles pose a clear and legitimate threat to either the officers or civilians, then yes, lethal force is justified. If not, then no, lethal force is not justified. It should be pretty clear.
