He doesn't have to be part of a group for it to be Islamic terrorism, it merely has to be an attack done in the name of Islam. If a Christian shouted "Jesus is Lord" or "Death to the unbelievers" before attacking it would be done in the name of Christianity whether he was part of a group or not.
