If I knew the dogs, perhaps.
And more to the point, I don't think the parents knew the dogs had access to the garden.

It's practically impossible to rehabilitate dogs that are purposefully made aggressive towards other dogs and humans. Hence why euthanasia is the only option.

The dogs were in a fenced in enclosure, they weren't loose in the yard with the child.

They didn't "let their children run around the dangerous attack dogs", they "let the children play in the garden" and then the dogs snuck out and mauled them.

Even if the kid wasn't in the garden, should kids just be held hostage in homes because of dogs and predators? I look back at my childhood and I'm sure people like Costa would have been calling on CPS on my family.

Unfortunately, there's no other choice. These dogs were raised to be aggressive. It's all the dogs know. It's virtually impossible to rehabilitate them, because they could attack other dogs and humans. Aggressive dogs are unpredictable and hence need to be put down for everyone else's safety.

It's usually how most dogs that have attacked would be treated by authorities. Not all dogs involved in dog fighting are actually used for the actual fighting but it's generally a rule of thumb that once a dog attacks a human, it becomes too dangerous to keep alive.

Murder by criminal negligence + assorted charges seem fair. The rottweilers can't really be blamed in so far as they are conditioned to murder, but short of a rehabilitative mastermind when it comes to dogs that can isolate them from society then they got to go.
