Anyone can, but not everyone should.

It's sometimes necessary to invent new words to explain a concept in one word instead of using a whole sentence to do so. Philosophers do it sometimes, scientists do it sometimes, even Dan Savage does it sometimes (e.g. "pegging" and santorum with a lower case "s" and I am not going to be held responsible if you do an unsafe google search for those terms, dammit). Sometimes, new words are necessary to aid communication.

The thing is that sometimes shitty philosophers and wannabe scientists will invent words unnecessarily to obfuscate their arguments in an attempt to make it less obvious that they are totally full of shit or that their ideas are totally not original at all.
