To be fair Cowen is taking the propertarian position traditionally associated with Hoppe here--the rub between "neoliberals" and "Hoppeans" (of which I have contributed to in this thread) are among non-economists on the internet rather than academic economists themselves (of which Hoppe is a fairly minor one).
