Apparently, according to both the chief of police, and the state troopers' chief, the type of citation he gave me is only within the jurisdiction of the state police or the sheriff's office. And everything, according to the DMV, is within the law regarding my car so, seems like the citation was more of a dick move than an actual infraction.

Ok, let me see here. I was stopped yesterday because I just bought my in-laws' car. I didn't have the bill of sale in the car and the trooper thought my tags (in the license plate) were expired. Citations of that nature, for expired tags, are only issued or are within the jurisdiction only of state police and sheriff's deputies inside the town. The state troopers can only dish these out on the highways. I was inside town. In fact, I was parked when he pulled behind me.
