It has lot to do with security. For example if I succeed to stab you in mid-day in front of every one in a place that should have been so secure like in school (where no weapons are allowed) then there is some serious problem with Government or Security.
Its not hard to get a knife into a school. I've done it on accident a few times, mostly after deer hunting. I forgot my buck knife in my coat pocket and since they are too cheap to turn the heat on, I wore my coat all day.
Schools are no prisions. If you treat kids like convicts, they will act like convicts.
OK, but you cant take it out of your pocket, there is CCTV every where in school, So if a person has success to stabs some one in front of CCTV there is a problem with security or government of the country.

Schools are stretched thin enough, do you really tink they pay people to sit and watch dozens or hundreds of camera feeds all day? How would they see a knife in a crowded hallway? They don't check the cameras unless someone reports something.
