If, went the hypothetical discussion, abortions were illegal - there would have to be some sort of punishment devised for women who fall foul of such hypothetical legislation.
Still a pretty shit thing to be saying given his garbage approval ratings amongst women, but, y'know, it's hardly even "bad for a Republican" these days.
This is absolutely not the same as saying "women who have abortions should be punished" because the situation and context is radically different.

Apparently pro-life groups see the woman as a victim of coercion, so therefore no punishment for the women. He is actually at a substantially different position from them.
