I think that he means that his feelings that women should always watch the children derives from the fact that he was born and raised in a small town.

Let me disprove him. I'm from a tiny little town, the kind where everyone knows each other and you can't marry anyone from your town because you're all related. If/when I have kids, my spouse is staying home and watching them.
