I dont think rouhani would be offended at all if they didnt cover the sculptures in the first place tbh. The Iranian government currently holds some of the finest art collections. Many of which are blatant nudity, including renoir's gabrielle with open blouse. What if one of the reasons he visited italy was to actually see those sculptures in person and the italian government is unintentionally denying him the opportunity :p

I doubt mr Ruhani would not respect Italian culture as a visitor and official representative of his own nation in a mission to warm relations with the west. It is the Italian authorities that thought he would not.

And likewise, Rouhani evidently didn't actually demand anything of the Italian authorities. The Italians just acted preemptively out of an abundance of politeness - which is surely not such a bad thing.
