No. Despite all its misgivings, it is still one of the top ten most powerful economies on this planet, and its the 9th largest nation in terms of population. It certain holds its own weight - its just that this isn't enough to justify that Russia is in any way shape or form a "significant" threat to the West.

Only the 3,000 or some odd warheads still in use by the Russian Government are of any threat to any Western nation. The T-90, T-72, etc etc is outclassed by things like the LeClerc, Abrams, Leopard 2, Challenger 2, etc etc. The Su-34 etc etc doesn't stand toe to toe with the F/A-18 or F-22 or even the F-35. The only reasonably modern piece of technology coming out of Russia at this point is the T-50 Pak FA, which even so, probably won't make it through.
