First, I'll do what is constitutionally permissible without legislation from Congress:

1) Sign executive orders that outlaw the usage of drones for killing, setup military tribunals in Guantanamo Bay that are observed by UN inspectors and are run in a format compliant with the Geneva Conventions, cease government enforcement of PATRIOT act provisions allowing for unwarranted surveillance, etc. Also, pardon Edward Snowden.

2) Pardon non-violent drug offenders after review by a commission to determine competency, and cease usage of military style tactics in the War on Drugs.

3) Issue a proclamation that officially apologizes for American actions that have violated either our laws, international customs, or basic human decency. Examples include but are no means limited to our overthrow of democracies in Iran/Guatemala/Chile/Argentina, our leadership role in the 2003 invasion of Iraq, torture at Guantanamo Bay, etc. Make a commitment not to engage in these actions in the future.

4) Stop the federal provision of military-style equipment to local police forces.

5) Grant a federal pardon to all undocumented immigrants currently residing in the United States, subject to removal in the event that criminal activity is demonstrated by a court of law. Basically taking President Obama's DAPA program to include the vast majority of the 11 million people here without papers.
