It wouldn't tear the union apart, but it would lower the overall angriness of the states, which would then be able to Self-Determine what should be law, other than some other large state (Yeah, California. its actually New Jersey--Cali---Texas in that order for least favorite states in the union. Regardless the entire notion that cali would actually leave the union is dumb, its not going to happen nor would the gov allow it to even if that was in fact what they wanted.
