I think that is leaping to conclusion. Two girls of 14 and 15 claim to have been invited into an apartment by four men and claim to have been raped. Given their age, that's not an unreasonable event.

Why are we bringing the government into this? I didn't bring the government into this. The "narrative" that I was refering to is the "see, immigrants do steal our women" spiel that being spouted almost constantly from those opposed to letting in the refugees.

We're hearing about this case and others now because thanks to the events in Cologne there's incentive on the part of journalists to seek out these cases to capitalize on the outrage. You see it all the time in other circumstances - school shootings in the US, terrorist attacks, even sex scandals.
