Ah, but here you are most tragically mistaken. All cultures are to be learnt of, experienced et cetera, but some are simply superior.

This cultural superiority has historical roots in racism and xenophobia.

If you're just messing, that's one thing, but to believe that some cultures are just more superior than others is, well, off.

Well, that's a very interesting question. You see, it's hard to gauge and testing to measure and to be frank in no way presents itself to be aqueous in as much as it is slightly subjective. In short, culture is strenuous to define and definition of this ought to be the preserve of the few with the knowledge and cultivation to measure it.

Then culture does not matter in terms of the ruling class and it's capacity to govern.

Ah but it does. Take Jeremy Corbyn. Resplendent and fine looking as he is in his goat herding attire, it's not parliamentary garments. It's their preserve to know how to dress. Which tie knots for which shirt. When to have a pocket kerchief and to know that the bottom button on the waistcoat, dear lord, must not be done up.

For most of history each ruling class didn't have button dresses and pocket kerchiefs.
