The thing that is holding Africa back is corruption and huge debts. No need to blame west.
West doesn't have free trade with Africa. But if they want to compete they must have free trade because whatever they produce is too expensive to sell (can't compete with prices) without free trade.

Corruption which the west has maintained in place by playing on African leaders in order to secure resources for the western world, often in extremely one sided agreements benefitting (as I laid out before) only western countries, corporations and local African elites.

Within a month, I guarantee that Pataki, Gilmore, and Huckabee will be out.
