The FBI has apparently taken over the investigation (source: https://www.washingtonpost.com/news/pos ... 14-people/ ) and they are still exploring possible connections to international terrorist groups. So it hasn't been ruled out.
My personal opinion is that this will turn out to be similar to the 2009 Ft. Hood shootings (a combination of a workplace dispute and radicalization).
